The Committee considered the instrument and agreed to report to the Senedd in line with the reporting points identified, and to consider the Welsh Government response at a future meeting.

The Committee noted the letter from the First Minister.

The Committee noted the letter from the Minister for Housing and Local Government, and agreed to write to the Minister to raise concerns in relation to the proposed timescales for the making of the regulations.

The Committee noted the letter from the Counsel General.

The Committee agreed the motion.
